The High Concept: Cops in Hell

Campaign in Brief:
Somedays you wake up dead and there’s just nothing for it. The last time it happened to you, you found yourself in Hell with only the vaguest memories of your previous life and none of what actions landed you here. After a few years of being tortured while waiting to be processed you were assigned to work with the police in the City of Dis. Your job is to enforce Demonic law, track down transgressors, arrest criminals, and hunt rogue souls. These tasks are assigned to human souls because they are generally more reliable than the city’s Demonic residents.

Character Creation
Race: All characters are Dead Humans and begin with a Bonus Edge.
Attributes: Are Purchased as Normal
Skills: Are purchased as Normal
Edges and Hindrances: Edges and Hindrances are purchased as normal. Neither Miracles nor Psionics is allowed
Abilities: Being Dead has some advantages.
Will not drown in normal liquids.
Character has 5 wounds with wound penalties (-1, -1, -2, -2, -3)
When killed the Character will awaken the next morning at the precinct house (This is subject to the whim of the GM – Awakening elsewhere in Dis can occur – or not at all (This would be the end of the Character)

Demonic Law provides an understanding of the complexities of Demonic Law.

New Edge
Arcane Background: Detective
: Detectives have the ability to forego making notice checks for clues and instead when searching are simply given the clues associated with any of their areas of specialty.
A Detective begins play with 5 specialties – The New Power Edge will add 5 additional specialties.

The City of Dis encompasses the sixth through the ninth circles of Hell. The most serious sins are punished here. Dis is extremely hot. The walls of Dis are blackened stone and are guarded by fallen angels and the Erinyes. Punished within Dis are those whose lives were marked by active (rather than passive) sins: heretics, murderers, suicides, blasphemers, usurpers, panderers, seducers, flatterers, Simoniacs, sorcerers, barraters, hypocrites, thieves, false counselors, schismatics, falsifiers and traitors.
Most of the punishment within the city revolves around services and the manufacture of goods for the numerous demonic residents of the city.

Demonic Law
Demonic law is ludicrously complex which can be better manipulated to your advantage using the new Demonic Law skill. Here are a few basics to get you started.
No Lesser Demon may Harm a Greater Demon
No destroying a Human Soul
No Harming an Officer of the Laws
Demons may not reproduce
If you are powerful enough to get away with it, you can get away with it
